OSHA issued an official interpretation regarding standards 1910.23 and 1910.27 in answer to a formal request. On July 12, 2000 Mr. Richard E. Fairfax, Directorate of Compliance Programs, stated it is necessary to protect the hatch while personnel are on the roof. Not only is protection required for the hatch opening but a substantial grab device for exiting and entering the hatchway.
